Your rules decide. Good orders ship as usual. When an order needs a closer look, Prevent can hold it: the order stays open in Shopify, tagged chargeflow-hold, with no permanent changes, so you can check it before you ship. Orders with clear evidence of fraud are canceled in Shopify before they ship, and the customer hears from you or Shopify, like any canceled order.
