TPV, Revenue, Active Accounts and Unique Users Are Different Measures

  • TPV is the value of payments moving through PayPal. It reflects merchant sales and transfers.
  • Net revenues are what PayPal earns from that activity. In Q2 2026 they were about 1.8% of TPV.
  • Active accounts count accounts, not people. Someone with a personal and a business account counts twice.
  • Unique users are not reported by PayPal, so any figure labeled that way is an estimate or a relabeling of accounts.

How Many People Use PayPal?

PayPal reports 439 million active accounts, flat year over year in Q2 2026 (+0.3%). Active accounts grew 1.1%, or 4.7 million, during 2025, per the PayPal Q4 and full year 2025 earnings release. The figure combines consumer and merchant accounts, including accounts from platform access partners. Because people can hold more than one account, the number of unique people using PayPal is lower and is not published.

PayPal Products: Keep Populations Separate

PayPal-wide figures above cover the whole company. PayPal's branded checkout, Venmo, Braintree and other products have their own metrics, and their volumes and user counts do not add up to the company totals. This page does not combine them. PayPal Market Share: Define the Measure

PayPal does not report a market share. Three different things get called market share: share of payment volume, share of online sales by method, and share of websites where a tracker detects a PayPal button. They give different answers and are not interchangeable. Website-technology trackers such as Datanyze count detected sites, which says nothing about sales volume, and they are independent estimates. Figures from those trackers were not re-verified for this update and are not repeated here.

PayPal Dispute Rate Threshold

PayPal's help center defines the merchant dispute rate as the dollar amount of disputed items divided by net sales over the trailing three calendar months. At 1.5% or higher, with more than 100 transactions in that window, an account can be classified as High Volume and charged a High Volume Dispute Fee, and Seller Protection and response windows can change. Global Chargeback Outlook

A Datos Insights study for Mastercard projects about 324 million chargebacks worldwide by 2028, a 24% increase, and found that 45% of chargebacks are identified by merchants as fraud. The study covers the United States, United Kingdom, Brazil and Australia and describes card disputes in general. It is a global trend and not a forecast of PayPal's own dispute volume.
